What it costs
Free to download. The complete text of both rule sets, the annexes, full-text search, and every question from the USCG published sample examinations (Q100, Q300 and Q301) stay free forever. They are public domain, and it would be wrong to charge for them.
$6.99, once. Every light and shape drawn as original artwork you can rotate to any aspect, synthesised sound signals, the full exam simulation, and progress tracking. There is no subscription, no account and no advertising. A one-time purchase is tied to your Apple Account, so it works on every device you sign in to at no extra cost.
Your data
Aspect stores everything on your device and has no server to send anything to. It collects nothing, contains no analytics and no tracking, and works with no network connection. The only network traffic it can generate is the App Store’s own, when you buy or restore a purchase.
You can export everything you have entered at any time from Settings, and delete it from the same screen. The privacy policy has the full statement.
Restoring a purchase
Open Settings → Restore Purchases inside the app. Restoring is only needed if a purchase did not carry across automatically, and it will ask you to sign in to your Apple Account.
Is this a legal copy of the Rules to carry on board?
No. Aspect is a study aid. It does not claim to satisfy the requirement in 33 CFR 83.01(g) to carry a copy of the Inland Navigation Rules on board. The Coast Guard’s policy on electronic publications is set out in NVIC 01-16 — consult it and carry an approved copy.
Where does the text come from?
The U.S. Coast Guard Navigation Rules and Regulations Handbook (corrected 12 August 2024), 33 CFR Subchapter E as amended through 88 FR 37988, and the USCG Amalgamated Navigation Rules. Settings → About names each source with its retrieval date and SHA-256 hash, so the claim is checkable rather than merely asserted. The Rules are a work of the United States Government and are not subject to copyright.
Are the illustrations taken from the handbook?
No. Every illustration, drill, explanation and mnemonic in the app is an original work, drawn from the rule text at run time. That is what makes dark mode, rotation to any aspect and Dynamic Type possible at all.
The questions from the USCG sample examinations are the one exception, and they are marked as such wherever they appear. Those are reproduced from the published papers, which are works of the United States Government. Their figures are not: each is stamped “further reproduction prohibited”, so where a question needs a diagram, Aspect draws its own.
